Cheapest Way to Get a PayPal Verification Number

Hi,
PayPal is asking for a number which is registered under your name.
GV etc. is not working any more.
How can I register an SIM card without having to sign up for a monthly plan which start at $30 or so?
I already have a phone line which I want to keep, so anything else would be a waste of money.
How can I get the phone verification done for cheap?

Cheap is pointless as services chosen may be abused.

If you're getting that error, signing up for a new sim card will not fix the problem. It takes a few months for paypal's system to "accept" a new phone for that error. You can add the number and call up paypal
