Can Paypal find bank account from debit card

Okay so I've searched and can't see that this has been asked before.

I have a suspended Paypal with a Natwest debit card attached and Santander bank account. Can I create a new Paypal using VCC and use the Natwest bank account which was never entered (only the debit details)?
Or will the be able to find that it is associated with a banned debit?
