But from my research why i can see that paypal system can recognize if we are using a vpn or not ?!
yes they can see if you are using cheap or free popular VPN's especially.
once you are in a call with them, they don't say exactly "you are using VPN"
but they can told you about that your connection is suspicious or something like that.

That's 100% wrong. You're the one spreading false information. I make a living running PP/EB accounts off of VPN's. VPN's are literally the only type of connection I use. Why would I pay for 13 VPN subscriptions if I weren't able to use them for business? I wouldn't.

So.... when are they going down? I even have a couple of 10 year old accounts
on VPN. Oh! I need to panic right?!
VPN's can have dynamic or Static IP's. The best one would be FRESH (such as Fresh IP) or IPBurger, and one that does not change (static) meaning you are the only one using it.
