What do you mean "you won't pick up his return".

You mean if you do not refund the buyer? If you have a tracking number he can STILL file a chargeback for "NOT AS DESCRIBED". There is no way around this kind of chargeback.

As for filing a "NOT RECEIVED" chargeback then he can't - because you have proof of delivery.

Personally for me - I charge all my international buyers $35 Express Mail now as well.

does this mean they will absorb the first 10k in chargebacks per year? that would rock.

Chargebacks are not always decided in favor of the cardholder. It's all up to the credit card company, and while they used to be more in favor of the buyer lately except in cases of alleged fraud they tend to side with merchants as long as the merchant can prove he delivered the goods.

And anyway, I've won chargebacks even when charged to my account in PayPal. PP does go to bat for you to try and win the chargeback.
And another thing I feel the buyer should be held accountable for the chargeback fees. I get taxed $25 every time someone decides to do a charge back
