I got the following response from 24vc, not really sure how to proceed now, on the one hand I really need this backup account, on the other I don't want risk the current one.
"Hi, this Fresh IP has 3 digits at the end different than the nearest previous one, which signifies a variation of 999 different possibilities. So its actually significantly different than your previous one, and countries like {...} do not have a significant availability of fresh ips so were unable to just swamp it out for another one. But you will have no issues using this Fresh IP for your stealth accounts. Even just one number different at the end is more than enough variation. What you're forgetting is that even regular ISP like Verizon when they issue a block of ips to its customer they use the whole block. So if you were issued 173.68.54.100 by Verizon there is definitely someone else out there using 173.68.54.101, and that is perfectly fine and if you both happen to register on the same site there not going to limit you, otherwise they would be falsely limited millions of people based on that, makes no sense."
