Best VCC / Giftcard for Paypal Verification

hello Mates
verifying Saudi Arabia's Paypal account.
last time brought vcc and he told me it's US's VCC(lied coz he sent Vietnam) and my account get limited tried everything but at the end loose 200$ bucks,
which is best VCC or Gift Card.

well just check riyadh bank they offer VCC, but i can't get it, looking for best option to verify PP.
