This is happening on my end too. I'll have to just add credit card as form of payment for fees, your prepaid card of course, and when that payment declines, then you can use paypal to use to pay those fees.

You've set up your reimbursement payment method
This payment method will remain on file. It will be used to pay for your current reimbursement balance, and in the future if we reimburse the buyer on your behalf we'll use this payment method for reimbursement, you can always track the details of your cases in the Resolution Center.

no prob. It's been happening on a lot of accounts as of late for whatever reason. When your payment declines, then you can setup paypal as your main payment for fees.
I just ran into this exact same thing. When following the stealth guide i used a prepaid visa card from walmart - used that ot verify paypal. Setup ebay, waited a week, listed an item, and when I went to select Paypal as the way to pay my fees, when I selected paypal it would not take the card I had on file. I had to enter it as a credit card. I went right to 5/500 - before actually completing the config. Seems like you can list without paying, and that'll show your limit right away!
How in the world did you even get the prepaid card to verify? I remember I was following instructions from a forum in blackhatworld a year ago using a netspend prepaid card and it ended in soul crushing failure. I couldn’t even get past verifying the card itself.
