eBay suspension link by phone number ...

Just let all you know that I just got suspended on one new created account, because the phone number is just a number different from a suspended account . Something worth noting ... the last 4 digits 9915 and 9916

Are you sure thats why it was suspended? There must be thousands of very similar numbers registered on Ebay which have no connection with each other.
How do you know it was the phone number?

I follow eBay Stealth very much, and I use different IPs every time I create accounts.
I updated one of my limited Paypal account contact phone number recently by request of Paypal to 123-455-9915
2 days later , I created this new eBay account with Phone number 123-455-9916, another 2 days later, I got eBay suspension on this account saying link to the eBay account using the previous limited paypal account ...

Watch out ! body ... I have not touched the old suspended eBay account with limited paypal for about 2 months, yet recently due to the negotiation with Paypal, asking me to change contact phone number, so I did 123-455-9915.

And then created this new eBay account with 123-455-9916, few days later, it got suspended ...

i doubt it was the phone number, could have been flash cookies or something .. the call forwarding system i use gives just about the same first 5-6 numbers almost everytime, never suspended from linking

That's highly unlikely the phone number caused it. Did you use a new user account on your computer?

I 100% DON'T believe that was the reason!

And if you truely believe that is was the phone number...expect your next account to be suspended as well if you don't discover your real mistake.

I activated 2 tracfones one after the other and the phone number is very similar except for the last digit like you said and I haven't been linked/suspended.

I have create hundreds of accounts and if you get VERO suspension they tag your phone number. Using the number again will get you auto suspension. You used to be able to add a f@ke extension, but they caught on to this trick.

I know this is unbelievable, but I have not touched that suspended eBay account for a long time because there is nothing I can do there, it's suspended. Therefore, what could be linked ? And the email I received from eBay is MC005 user xxxxx is linked to a suspended user. This new account I created has different address, different email, using different IPs, but only the phone number is almost the same .... and I have created about 5 new accounts this 15 days, this is the only one linked ... all the rest are now working ...

There's part of the answer for the OP. Now if an account gets created & there are certain things about that account strange, it gets more closely checked. In the course of that checking if the phone numbers match a suspended account, it is not unreasonable for the account to be suspended by virtue of being linked
to a previously suspended user.

The onus now would be for the OP to prove he is not linked or move on..

did you get a new windows user?
