Who can sell me a PayPal account?

I've contacted the sellers here but haven't had a reply yet and want to buy a verified PayPal account rather urgently.
I want the limits lifted, and if possible an aged account as I will be receiving regular payments for "goods and services".
For cashing out, I haven't got a debit card or bank account available so I thought that maybe buying bitcoins and selling bitcoins for cash was an option. Either that or using the PayPal money to buy gift cards.

Last time I looked at buying bitcoin with paypal it was 20-30% fee.

I know some traders who accept PayPal at good rates.
Often people who say they only accept bank transfer on LBC also accept PayPal if you ask them.
