It all depends on your account age, sales history, etc. However, you can spend those amounts, but don't do that at once, make some breaks between payments.
have the same issue with PayPal Canada
payments I made seen as pending or waiting for authorization on the seller side.

I've contacted PayPal Canada on the phone they said all ok with my account, maybe the problem is on the merchant account.
then later when I tried to make payments to 2 other merchants I'm getting the error - "sorry we cant complete your purchase at this time"
according to PayPal, their system sees my account as a security risk
so I need to cool off for 24 hr and to try again.
Well, that seems like a lot of money going out, I"m sure that a few times you have gotten a phone call from your credit card confirming that you really tried to use your card for an expensive purchase?
Think about it that way.
