Default Is this a real email from PayPal?

My account is over 2 years old and I just now got this email from Europeanservices@paypal.com
Mind you my account is created and located in the United States.
I thought it was weird that I would be getting an email not from services@paypal.com but from europeanservices@paypal.com about an issue?
I have a few disputes open from people who are trying to scam me when I made them pay me as "Friends and Family" which could also have triggered this.
Real or someone trying very hard to scam me?

~~Email sent from: Europeanservices@paypal.com Subject: Service PayPal VV44REXFRAP_ProServ_ Secure (KMM143342698V35463L0KM) pEU~~

Bonjour (My Business account name),

We are contacting you about the personal payment you received on 3 May 2018 from 75.00 USD.

You have received personal payments as part of sales. If you sell goods or services, your customers must use the 'Payment for a purchase' option on their PayPal account.

The person who sent you this payment wishes to open a dispute on this transaction.

We invite you to work directly with the sender of this payment to find an amicable solution either for a delivery or a refund.

If you do not do this, we will be forced to disable your ability to receive personal payments and you will have to pay a fee for all payments you receive on your PayPal account.

In the event that this activity persists after May 3 , 2018 , we will be able to disable personal payments from your account.

For more information about payment types and pricing, click on "Usage Agreements" at the bottom of the PayPal site page, then "Terms of Service PayPal".

To learn more about payment types and fees, click on "Usage Agreements" at the bottom of any PayPal page, then "Terms of Service PayPal" and finally "Appendix 1. Table commissions ".

While I do believe the OP's email is actually from Paypal, what you say here isn't necessarily true. It's very easy to send emails from any address you like, and have the reply go to any other address you'd like.

To the OP... stop taking payments as "Friends & Family".

I am the OP in this post and I was wondering why they sent the whole message to me in french? I had to google translate it to English. I'm English from the United States and my PayPal account is from the United States and created in the US as well.
How can I make this this isn't some ⊗⊗⊗⊗ email? Anyone else have these types of emails being sent to them?
I usually get emails from service@paypal.com not europeanservices@paypal.com.

no it's impossible to send emails from domains you don't have access to, however they can attempt to trick you; this is a mail in my spam:

Keep thinking that.

I'm not gonna argue with you, though. I've done it many, many times in the past.

No, I can assure you - or else all scammers would be using it.

Looks like a legit email from paypal - and with good reason.
Don't cheap out on the few percent that paypal deserves for providing you the service. Not worth losing an account that way - especially a business account.
