Phone vertification

When you are trying to vertify a phone number does ebay/paypal see the cell phone account holder's name? I will be an old phone that was used on a suspended account however I will be changing the phone number. Will I have any problems being vertify?

Changing phone number is fine - old phone characteristics don't play a part.
