My PayPal account got limited after one year successful run. I think it was because my my bad ecom store - it was missing privacy terms, refund policy and contact info.
I now made new PP acc and ecom store and added these 3 things. Is it enough or what should be added?

You had your own website and your PayPal got shut down? I doubt the reasons you're stating played any factor in their decision. What did their notice state?
Agree, PayPal won't limit an account for lack of terms of conditions.. unless they specifically mentioned that, I highly doubt it. Most likely it was related to the products/services offered.
