Provide Shipment Info ( Stuck on a Forever Sync LOOP )

The other 2 "Account Resolve" options submitted with no problems but under Provide Shipment Its stuck in a forever loop

I tried other browsers with ZERO Success : (
Internet explore - PC
Fire fox - PC
Safari - Iphone

Anybody knows a fix or a link to Classic Paypal page try see if it will submit

So it won't go to the "enter shipping info / tracking" page and it just sticks there?
How long has this been going on? NOrmally with PP, you just have to wait it out till like midnight and it fixes itself.
