Adding EIN After Tax ID Request Limitation

Have been using my stealth paypal fine for the past year and got 2 rounds of TAX ID warnings in the past 2 weeks. Ive had an LLC about 6 months old waiting and yesterday finally got limited. I realize now I cannot add EIN/upgrade to business because it is limited. I read on here that you can add last 4 digits of EIN for SSN and then upgrade? That was in 2016.
