changing a phone number is a really bad idea. You need the phone number FOREVER or as long as the paypal account is dead or alive with funds in it.

Yes, every new sim card you activate registers with a new phone number number in the network, though now that I think about it, considering how long prepaid phones have existed, plus how often people use them, i wouldn't guarantee their uniqueness to a particular company. But not every person that uses a prepaid number uses it to verify eBay...

Phone number is tied to SIM. In all the sim card packages I've had, they always offer the option of transferring an existing phone number to another SIM card if you're interested in keeping the #.

The OP is trying to make multiple Google Voice Numbers, probably not interested in keeping these numbers from Prepaid Sims or Tracfone alive.
