Likely not a glitch - pp has likely flagged your account for hold based on risky behaviour...e.g the claims...the used phone sales...accept the hold and move on - over time the holds may or may not come off.

Electronics is always risky

Adding the tracking info seems to help release funds faster but PP can be quite "skitzy" with these - sometimes faster, sometimes not

Usually 21 day holds are placed on new sellers / new accounts. Sometimes they're not, rarely should I add. In your case, it wasn't, but that doesn't mean you're in the all clear.

21 day holds can come back (even if you did have them at the start). Usually its caused by something, in your case it seems to be that second claim that triggered it.

In the mean time you just have to accept the holds, nurture your account, and it should eventually fall off.

Here are a few things that will help reduce your 21 day holds down to about 5 days:
* Shipping item out on time.
* Submitting valid tracking information to eBay and PayPal.
* The buyer leaving a positive feedback.

After approximately 3 months of doing this, your holds should be removed. However, just because holds are removed doesn't mean your in the clear.

You are still subject to one off holds on certain transactions, such as:
* Selling risky items.
* If you become dormant for a period of time.
* If your sales grow too quick.
* If you have a lot of disputes/cases filed against you.
* If a transaction is reported unauthorised.

The idea is simple - consistently keep everything in good shape, and you wont experience holds.

You just need to do one of those things, not all 3. So submitting tracking information would suffice.

I have the same problem.
i sold 300 items in 1 day and almost eveything was held, next day id say 70% was cleared.
its odd how it works out.
Btw, its nothing you did. I had the same happen to me on 2 stealth accounts as soon as they were restored by paypal after the limitation few days ago.

It could be a new thing, because its only happened after i came out of the limitation after reaching the threshold.

Holds can be put back on an account at anytime when the activity is deemed a risk.

Holds can also be based on SOURCE of buyers' payments....if deemed risky - can affect the transaction.

no no no. This is nothing. They send this randomly to a lot of accounts. Are they still holding for 21 days (or 3 days after delivery)? Since ebay/paypal split there is lack of communication. Paypal is only holding your money on ebays behalf. If you are selling on another venue and using paypal (for example I send you $xxx and merchandise) that money won't be held at all.

Ignore this. Your account is not limited or red flagged in any way.
