guessing my IP and home address are PayPal banned if thats even possible but if i wanted to start buying again would i have to sign up using a different address and when i start making purchases ship to my address?

"buyer" only accounts are usually not a problem, eBay and PayPal will let you leave in peace.
Yes, clean cookies and everything. Much better to have a new user account on your PC. If you can manage to change IP would be best.

Make sure not to mix this one with other seller accounts, that will be troubles.

i tried buying one and i guess 3g doesnt cover my area even though i live in California haha? i guess i need to buy a 4G thats alot more money.. :(
