I just received an email that my PayPal account was closed permanently. I am appealing the decision but in case that is denied, can I link a new one to the eBay account I was previously selling on? No - if you are denied and attach a new one to the same old eBay account, they are inevitably linked.
That "two different companies", which true, does not hold well for stealth purposes.
You can do it. Odds are it will be shut down pretty soon, and you'll lose any money you have in the account for at least 180 days, although people are saying that they can't get their money back even after that.
Time to start over.

Thats another issue I forgot to mention, if your account is linked to previously suspended accounts, getting money out after the 180 days gets even harder as PayPal refuse to pay out.

new pp means limits etc, you would be better off just restarting and building a new solid ebay & pp.
Main question is why was your pp permanently closed? if its the item you are selling on a "solid" ebay and you link a new pp its just going to cause you grief.
