If you didn't have your SSN on your account 10yrs ago you can start a new account using a different address and later attach your SSN in order to pass 200 annual sales.

I just moved to a new address, and different state 3 months ago, so i decided to give PayPal and ebay another try, it has been since 2010 that my ebay and PayPal accounts were closed, I signed up with ebay and PayPal using my real info and haven't had any problems yet, even got approved for a PayPal debit card, just taking it slow and building a selling history
