Weird email about restricted products that are not restricted.

Received the following about one of my long ago limited account:

Dear XXX YYY,

A recent review of your account activity identified products/services on
your website violate PayPal's Acceptable Use Policy. Specifically, ZZZZZZZZ are associated with www.ebay.com and are not permitted on our
platform. Therefore, your account has been permanently limited.

Please remove all references to PayPal from your website/s and/or
auction/s. This includes not only removing PayPal as a payment option, but
also the PayPal logo and PayPal shopping cart. Please refer to eBay user ID
XXXXXX

Please refer to:
- Transaction 123ABC

Currently there is no money on your PayPal account balance.

Note that should any chargebacks result in your account balance falling
below zero, then you will also need to settle the amount owed to PayPal to
avoid further action.

Customers who are permanently limited for violating the Acceptable Use
Policy are not permitted to use PayPal services and are not permitted to
open new or additional PayPal accounts.

The item that has been claimed as restricted, actually is NOT restricted on PayPal or ebay, there are hundreds of sellers that sell it, from beginners to very old and reputable ones, and I personally was selling that particular item for years. Had many limitations about this item, but never had such a weird follow-up after months of limitation.

How come they claim something is restricted if it is actually allowed? And why do they send this to a long-ago limited account?

Call to PayPal and ask them to show you exact rule where it says that your item is not allowed to sell.

Once account is limited, they would never expose the exact limitation reason, just throwing out generic "Your activity is in a breach of PayPal T&Cs / Your business activity is considered risky."
