Can you buy postage via ebay on unverified acct?

When your business PP account becomes unverified and you can only receive money and withdraw to a bank, are you still have to buy ebay postage And give refunds with your paypal balance?

You can receive money but they won't let you send any money out? You won't be able to buy postage or send refunds then.

So I can still ebay then correct? I can receive payments and withdraw to bank? What is the best way to buy postage? I was thinking if I unlink paypal from ebay shipping only maybe they will charge my bank for postage which would be great. If not then fedex as last resort so I can still get discounts on shipping but will pay all shipping with my ebay invoice via my bank account. I read that for refunds you can just email and they will refund. I get about 6 refunds a month due to selling used clothes where buyers don't read the measurements. Any advice is very welcome, especially detailed comments.
