3 Mifi have been dead like brick,Is proxy good chioce

I have 3 Mifi and could not work since this last week. Now I have to use my cell phone to tether. But it is not convenient to use. I just find a Dedicated Proxy provider and they promise this is unique Fresh IP.
When I got and checked the proxy in my firefox portable found IP is in US but DNS is in Romania.
Is this safe for my ebay and paypal ?

James, check out the GLI NET small tiny routers. Mine will tehter phones and broadcast WIFI to other devices. Best part about it is, the ability to load OpenVPN servers and "require" always-on or no Internet.
