 New user, sales limits and blocking of payments in Italy

I wondered if within the forum of which I read so many discussions, if there were some Italian users with whom to exchange some opinions. A few years ago I had a shop on ebay, I managed to have a normal lifestyle, making hundreds of sales and leaving my customers satisfied, but unfortunately a bad day I entered my account and found a writing that shocked me , your account is suspended. Since then, out of indignation, I no longer tried to work on ebay. Too much disappointment and too much effort to recreate the reputation that I had created in years of honest work. A short time ago I decided for curiosity and desire to challenge, to try to refound a new ecommerce business. Unfortunately as you know all the buyers want to have the security of being able to pay with Paypal, but as you all know very well what this determines if you are a new member on the same payment platform, problems, limitations, stressful situations, blocked funds, mail to send , a lot of time to waste and this brings me to the second question:
Can not find a Paypal or Ebay and Paypal account verified and without limitations for Italy?
