If your payment method is not being declined, then it means that PayPal have refused to process it due to the security system.
This is a common security result and even happens on genuine accounts from time to time, showing how stringent it is.
Normally, it is caused from making a purchase from a different IP address; device or cleared browser data. It can also be caused by other unusual activity whether it is from sales, withdrawals or other purchases.
You should not re-attempt it for 24 hours, if you keep doing it, then it can trigger a further review and lead to a limitation.
There is no way to bypass it immediately, once the PayPal system has made its decision. If you keep pushing it, then it leads to negative consequences, as each attempt is recorded on the account.
