Some banks have VCC services, otherwise you can't just "make one", not a build it yourself kinda thing. You can always get a VISA/MC Gift card.

do visa gift card without a balance work the same as a vcc?

Depends what you want to use then for

If you add it to PayPal then they will want to charge it and that would fail

What are you wanting the VCC for? PayPal?

I'd like to add that I've created several U.S. accounts recently using VCCs where PayPal did not make any authorizations to charge the cards. It may work differently in other countries, as one of the same series of VCC that I sold to a chap who registered the card for an address in another country did get an authorization with a code attached to it.

You will more often than not need a balance of about $3 (safe) for verification test charge
