I just had a chargeback on my Paypal from a payment being sent to me by a client, however, what's so aggravating is, Paypal didn't sent me a notification and immediately just deducted the amount out of my Paypal balance leaving my account negative.

You should ask your client why they did a chargeback. That is something the client had to call his credit card company or bank to do. its different than opening a paypal case which is resolved more easiy. if you lose in a chargeback you are charged an additional $10 or $20 by paypal ( i can't remember which it is).
paypal dont do anything when it comes to chargeback you are on your own if it a small amount i would say take the loss otherwise just dump the stealth acc and buy new but make sure it doest link to your real details otherwise they will send for collection

I've NEVER had paypal not cover me during a chargeback. As long as I shipped to the address on file.
