With the google hangouts app, you can for sure call using the Google Voice #?

Also if my phone has been linked with a banned account before, can that cause issues if the app is used on this phone?

You don't need the google hangouts app to use the google voice number.
You can have the google voice number forwarded to any other number (for example any of the free numbers you can get with an app - such as textnow) and use it that way. When you do it this way you can login to google voice and make the call from there. It will first ring the forwarded number and when you pick it up it will proceed to dial the number youre calling. The number shown to the caller will be the google voice number.

Hey slokor, this would only work for one GV# per cell phone though right? Since only 1 textnow number can be used per phone.

There are quite a few apps out there that will give you a free phone number. You can open an account and a free number for each app.
In addition you can open multiple accounts for each app - and have multiple phone numbers that way. You can then link one google voice number per free number.
