Paypal does not allow withdraw $ from EU accounts

Hi everybody!
I have few EU paypal accounts, verified by bank account. When I am trying to withdraw, it says "link a bank account". When I click on this button, I am getting form "add card", not bank.
When I added card, confirmed it by 4-digit code, I tried to withdraw 1 more time. And got 1 more fail.
In "wallet" there is my card and my bank, but when I am trying to withdraw it does not allow me in the same way.
Should I remove bank acc from pp, and add it 1 more time? or there is other solution?
I got this fail in accs from different EU countries. In the same time, other accs from same countries works well.

you might have some limitation on your account.
Try to contact Paypal and see what they say.

I understand that I have some limitation. Question: is this limit placed manually or it is just glitch?
I can not call because I cant speak Netherlands and French language:(

I dont get any msg from PP. I can receive $ (F&F or goods), can send $ (F&F or goods).

I didn't say you should call then. You can also write to support.
