Getting phone numbers can be quite an issue if you are outside the USA. Most of the virtual ones are blacklisted by the likes of Google, textnow, etc. They don't accept them.
The reason a lot of the major free email services want a phone # is to prevent bot abuse, auto-mass creating of their accounts, it makes it that much more difficult.
That said there are lesser known email services you can find that don't need a phone# to sign up. Just do a search.
