Cant Confirm VCC added to Paypal

I added a VCC to a use PP account, when I click update card, it just shows the card details and asks if I want to remove card, ' I can't see any place where I am required to confirm the card or anything like that, would this can a problem for my account?

when i click on lift limits i get this error

please help
