Certificate of Foreign Status

As a company registered in the U.S., PayPal is required to report to the tax authority of the United States. PayPal does not have to provide this report to the IRS if you certify that you are not a U.S. person or entity and are not subject to U.S. tax laws.

If you are not a U.S. PayPal account holder, we need to confirm whether or not you are subject to U.S. taxes.

Did someone receive this message from paypal? When I login in my paypal-messages, I can see the icon for attachment, but I'm unable to find how to download the file...

Are you sure that "download" icon in the PayPal message center is not for uploading documents TO them?

If they are looking for a " Certificate of Foreign Status", that simply means a scan of your US VISA, and/or non-US Passport showing you are a foreign national. This would suffice as such proof.

They want to fill this form and send it, but there is NO download button or I can't find it.

Send them a message asking them where do you find this form? Failing that, you might need to call and ask.

I have a couple foreign stealth PayPal's (EU, AU, IN) but have never heard of or seen the Certificate of Foreign Status requirement.
