Relevant story about "instant verify" : last week I tried adding one of my bank accounts to my wife's coinbase account using (WF) instant verify. The interface looked identical to PP's instant verify so I'm fairly certain both companies are using the same 3rd party for instant bank verification. I ended up getting an error message saying I couldn't add the bank account because the name didn't match the coinbase account. (example : bank account "john doe" cannot be added to coinbase account "jane doe")
Long story short, they can see the name on your bank account when you use instant verify. Again, they didn't seem to care in the past but apparently they're starting to care now.
Maybe all the KYC/AML regulations that are being enforced so stringently now because of cryptocurrency is causing Paypal to have to tighten security also. I unno.
OP - If you have access to the correct phone number on file for your account you may have some luck adding the bank account over the phone.
If all else fails, get an EIN for the fictitious business name already on the account, then open a business bank account for the newly formed business, then you won't have to worry about the names mismatching.
