Restricted Account need help

How is everyone, first of all name is Aaron, Im new to the site here, just looking for some help. My account which is all under my fiances name was restricted for 30 days this week do to non performance by seller, I have a 98% and ebay didnt state clearly what the suspension was for, I personally have an account that was suspended over 2 years ago that I havent logged into since then, however I live on this account. I have another computer that has never been linked to ebay, what is the safe way to open another account, being I have a suspended account under my name 2 years ago and my fiances is restricted, any help would be great..thanks
