The US phone system uses two different technologies for number identifcation.
The first of which is just regular CID which cannot be blocked when calling toll-free numbers.
The second, is called ANI (Automatic Number Identification) which is used exclusively when dialing toll-free exchanges such as 800, 877, 866, etc.
This cannot be blocked by you and is used for billing purposes. The called party usually pays for the call, thus gets to see the numbers calling them.
Calls using ANI can't be blocked, but they can be spoofed using some types of services.
You can bet that PayPal not only knows the phone # calling them, but what TYPE of number it is (mobile, landline, voip, etc) along with the name (CNAM) for the calling party. This is easily obtained using online databases, many of which are publically available.
