Stealth Paypal Account proccess Question

I have a question about Paypal Stealth Account and the difference from a legit real paypal account.

Can someone tell me the process to run a Ebay suspension paypal stealth account you have to provide SSN & documents for paypal balance to Withdraw & Make payments so wont be able to even be usable in first how is that stealth giving legit information getting Linked Am I missing something here?

The way their TOS is worded, you have to verify your account with an SSN to spend your money but not withdraw.

You can withdraw without verifying your SSN but not spend, is what Paypal has been saying.
