Seems i called PayPal and they helped me out, i was able to send $100 to one of my suppliers without any problem
Here's tips for you guys:
1. Make sure the Rep your talking to is a FEMALE!! If it's a male your not really gonna get your way, Females are nicer and are inclined to help you out (has to do with female traits i think)
2. The lady rep said that all i needed to do to overcome the "Quick Verify" by sending is to verify by adding a bank account with the name on the PayPal and thats! It doesn't fully verify since you would need also a Card+Phone with user name on it but sending limits should be gone when verifying by bank.
3. If problems still persist make sure you call PayPal and don't touch anything in the account (money) until doing so.
4. Also my PayPal is not a stealth as it has real info like address and SSN etc.
