Guys you so lazy...... USA PAYPAL have chat option. I don't understand why most people never use this option. you can talk with support via online chat. they can solve 90% of your problems. (review documents, add new bank, change info, etc) Only if you can't solve issue via chat you must call to paypal yourself or hire professional caller and give him a task.

Will the chat option available ony us paypal accounts or they can manage eu accounts aswell?

I think what you are referring to when you say phase 2 is the 'back office' team. They dont have a phone number.

Where is the chat option? For Paypal USA only phone number and best time to call right after they open! If you call 2 hours later you have to wait much longer.
I have used Skype to call Paypal USA and then it is free.

The number is PAYPAL general line. Call them, and tell the rep you need to speak to someone in limitation department level 2, and they will connect you.

My experience is, if you would like to solve the problem properly, make sure you reach someone speak native English, they are really helpful!

BUT if you reach the philappeneo, good luck! They are 100% human robot and never EVER help anything.

English speaking rep OR robot Philappeneo, depend on your luck!

call customer support via phone say it customer support after that account limitation. you will get through customer support but dont bother yourself they dont remove account limitations. there is no phase 2.
BUT if you reach the philappeneo, good luck! They are 100% human robot and never EVER help anything. he is so right I spoke to a robot she never ever assisted me. so call PayPal every day
