Angry Funds placed "On hold" after limitation not releasing

Hello,
I will explain my situation and will be happy if someone can give any advise.
I am working with UK/EU stealth accounts, during 2018 yrs I have cashed out more than 15 stealth account without any problems. Usually if account gets permanently limited after couple days any balance on account are placing "On Hold" and I am receiving "Status of your PayPal funds"email, and every 30 days
they are updated, more than half accounts was release before 180 days, some of them only after 180 days expired, then hold was removed or I was received "funds are eligible for withdraw" letter.
Until now, one of account (stealth Latvian), which was limited permanently in 2018/06 and all balance was placed On hold, was stuck. When 180 days expired, I never received any email that my money are released or etc.
I have contacted support thru email, they asked to me upload ID and Utility bill, and funds will be released asap. Unfortunately, they only resend limtiation email, which was sent to me half years ago. I have called to the phone number provided on Contact page (the Irish one, ending 9111 ) the rep told me that my ID was rejected! (the passport scan is real ! ) and they need another ID. I told them how to possible get another id, but they do not care.
Is this only glitch or they becoming strict these days?
Is there any chances to get my hold removed? Thanks for any help.

best bet is to keep calling until you get a rep that will release them.

But id wait for others to chime in

What if I make another country ID with same details? Maybe it will pass ?

Update: tried to call paypal many times, every time they answer they see what last time I was called and what problem was tried to solve. Does it worth to call again and again to same number?
