Amazon New Seller Account Help

Hi,
i have been trying to creat new amazon seller account for some time, but when they ask me to submit the id verfications, i submit docs( creative one) and then they reject the accounts i dont know what i'm doing wrong,
1. i use new vps
2,change mac address or PC
3.use google voice for phone
4.use new cc not vcc.
if someone help me out how to creat from scratch, i would be very very greatfull

But it's hard to tell just from this info. Would need to see your docs and etc.
Could be various things.

Try again without using a VPS

Could be the quality of your info as well
