i am running into security check when trying to withdraw to bank account on file and the phone number is not active. anyway to bypass this?

Only one way. You must call paypal support and add new number.

does security check also occur when you try to make a payment, or only when you try to withdraw money to the Bank?

actually its a limited paypal account that completed 180 days. juts to withdraw funds to the bank account on file.
