Paypal 2nd factor authentication?

I want to enable my Paypal 2nd factor verification on my account, however, whenever I get into that security setting, the page is always black out, I mean there is nothing there.
Did anyone has experience setting up Paypal 2nd factor authentication ?
Does it require a real mobile phone number ?

for us PayPal
in the security section, you can select this "Security key"
Google voice number work well, so a real phone is not necessary
