Proof of fullfillment

Can anybody give me example if proof of fullfillment?
Many of time my paypals banned due to this requirment from paypal

Tracking number - do you not do this? Are you selling digital items?

In my country paypal not working to we are unable to withdraw funds.
We are trasfering funds ti each other and getting money in local banks.

Transferring funds repeatedly to each other can cause big issues - wow.

just exactly did Paypal ask to see ?
It could be an order/invoice from the vendor,it could be a bill of lading showing it has been shipped to your buyer,or cleared check showing front and back of a payment made to your vendor?
account statement from your vendor
