"Paypal is looking for you" means that PayPal is angry at you for something and they are literally looking for you. Best to keep your doors locked and windows closed....

Seriously though, we had some other posters report the same thing and I don't know what to quite make of this message other than it seems to be a thing only on non-USA PayPal accounts.

@ OP Paypal most likely doesn't like the IP you're using. These notices are almost always IP related.
