That sounded far-fetched to me as well. With Venmo being a PP company you'd expect them to have at least a few dozen reps in a few different countries on call 24/7.
I think a likely explanation is that this couple stopped the payment through their bank after being told by Venmo there's nothing they can do since the couple used a non commercial payment network for a commercial transaction, because there are no buyer protections in place like there would be on Paypal. The scammer realized, but the buyers did not realize, that you can't start a chargeback for a payment "you sent to your friend for gas" or whatever. So the couple gets pissed at Venmo and stops the payment at WF, leaving their Venmo account in the negative, which they are still responsible for.
Seems unlikely that Google Pay was ever managed by just 2 people given the size of Google Inc. when GP launched.
