I have created paypal business account (germany) and today i have received 52.5 USD for service payment but i fee deducted 3.18 USD, my currency USD primary in my account. does it normal or unexpected?

Yes, paypal deduct a fee. If receiving payments were free why would they be in business ?

For example, usually when receive 100 usd, paypal fee 5% or less but its experienced more than 6%

Could be the account that sent you payment is cross border (located in different country than you).

cross border transaction would be 30 cents plus 4.4%,so it should be $2.61.
Did you ask for US $ ?
there is conversion fee involved for currency conversion,not sure if it is the case since you are in Germany

30 cents plus 4.4% is neutral, if above, then something wrong.

is it friend and family from a different country than you are?
if so,go check the fee,there are fees .
