Using new stealth Paypal with existing eBay; Possible?

Hi Aspkin. I have an existing old eBay and Paypal stealth account. Neither are limited, neither are suspended. BUT, the Paypal has the "claim this cash" banner due to the Paypal Cash switchover that's happened to many accounts recently, and it wants me to upload documents (which I don't have).

Would it be safe for me to create a brand new Paypal (even using the same name), and then use it with the main eBay account? Since the name matches, and since nothing was ever limited/suspended, shouldn't this work without a hitch? Or is there some risk involved?

if he has no problem offering up his SSN,then he should go ahead and try
