Non SSN verified Paypal and sending payments to another Paypal?

Has anyone had success with sending a payment to another paypal user if they don't have ssn verified account since march 29th?

I want to know before I create an account if still possible?

Not possible any longer. This is being rolled out to all older accounts and applies to all new accounts being created.

How are people sending their stealth paypal balances than to bitcoin traders on this forum anymore?

They are either SSN verified or using non-US PayPals. It's that simple.

you can always use non-US PP account to a US eBay account.

Yup. Just like the US pp accounts, it's just easy. But unlike the US PP, international PP accounts do not require SSN. I've exhausted all the funds in my US accounts just before they implement the new policy.

I mean can the VCC be American. Like can it be the VCC by vanilla or the one sold in American Walmarts walmart prepaid visa? Say if I wanted to created Canadian or UK ones?

Another question I have is what in your opinion is the easiest overseas paypal to create with the least of problems?

US VCCs cause limitations these days on non-US PayPals. You should take a look in the forum marketplace for an international VCC.

ya plenty of sellers in the marketplace get whatever country VCC you need.
