Default PayPal account review and limitations

Are PayPal account review department and Limitations department the same?

By the way, do you guys have any luck these days to have your account restored over the phone? For me I have not been able to speak with someone who can lift the limitation over the phone since the beginning of 2019. ( Even when I speak to American they keep saying backOffice team )

The review and backoffice team does not talk to customers. It's very rare you can get reps to make a decision over the phone for an expedited ruling. This used to work at one time, but no longer with PayPal's new security procedures which are much more strict than before.

I think they found out that over the phone they may take wrong decisions. it was taking 1-5 min for them to analyze the account and take a decision. However backoffice team looks like they make a thorough investigation. 99% of the time backoffice team send the killing email (Appeal denied or you no longer can do business with paypal)
