How old is the PP account? Sometimes just trying to straight send money with a newer account doesn’t work, you need to take some tome building up some browser history / cookies

I contacted the PayPal support via Twitter,and they said,i should wait 24 hours and try again,because my account is currently flagged.

Clearing cookies that's what flagged you account, you keep logining form different new ips/location without cookies so the system can't confirm its you !

PP support on Twitter are useless, their only their to move people to private support messages and not slag off PP.
I wouldn’t hold your breath on the 24 hours just keep building it up and try again in a few days

But the PP support said now i shouldn't login to my account, and not trying to make any transaction until 24 hours.
So i can't build up anything now. Next time i will keep the cookies.
